Challenge – business problem, case-study provided by a company seeking for a solution

Solution – an idea, use-case, prototype that potentially will solve the challenge

Owner – company providing to the Team unsolved issue, challenge.

Team – representatives of an IT company, such as developers, owners, decision-makers, etc. working closely together on the solutions.

Representative – contact person from the Owner’s side responsible for communication with the Team.

Checkpoint/Status Report – mandatory submissions of status report to show progress and raise issues.

Organizer – representatives of Latvian IT Cluster, regionally recognized technology cluster and Digital Innovation Hub.

Mentor – an expert delivering mentoring sessions on the subjects relevant to the Hackathon.





  1. Challenge provided by the Owner must be relevant to 5G industry and Baltic Sea region;

  2. Challenge should correspond to the Company business strategy;

  3. Challenge must evolve a properly defined problem that has not been solved yet provide their acknowledgment of agreement to publish the Challenge on Hackathon website;

  4. A responsible representative from the Owner’s company should be appointed to lead a secure communication with the Organizers and Teams and to respond within 48h time period;

  5. Representative should have high-level of responsibility, authority and power in decision making, be capable to address technical, visionary and strategic issues put forward by the Teams;

  6. Owner is obliged to provide additional information, documentation and data (that is not sensitive) requested by the Team that is relevant for developing the Solution;

  7. Owner is expected to sign a Letter of Intention, thus confirming their good will for participation

  8. At least one representative of the Owner must be present at the Hackathon event in Riga;

  9. The Owner is expected to delegate an expert to participate in hackathon as a lecturer or a Mentor.



  1. The legal entity represented by the Team must reside in any of Baltic Sea region countries and be an operating establishment;

  2. Team should provide a proven track record of developing innovative solutions;

  3. Team is expected to appoint one representative responsible for a secure communication between the Team and the Owner and capable of providing a response within 48h time period;

  4. Team should establish a secure communication and information sharing channel between the Team and the Owner;

  5. Team must be ready to devote enough time during 4-week period to work on a solution and be present at the Hackathon event in Riga;

  6. Team should meet the requirements of every Checkpoint during the 4-week development process;

  7. Team is expected to sign a Letter of Intention, thus confirming their good will for participation;

  8. It gives additional benefit if a sustainable product development team is formed, including, apart from software development, knowledge in product design, marketing, and business development.



  1. Solution is supposed to benefiting for the Baltic Sea region;

  2. Teams final submission during the Hackathon should include an explanation of what the Solution does and how it should be used and verified. If it is possible, a prototype may be presented;

  3. Final pitching should include either presentation of the Solution or demonstration of a prototype.



The Jury is operating on two levels:

  1. Second level Jury consist of five people, representatives of Latvian IT Cluster, Electronic Communications Office of Latvia, and Challenge Owners. This Jury is responsible for choosing Teams for each Challenge;

  2. First level Jury consist of five people, representatives of Latvian IT Cluster, Electronic Communications Office of Latvia, and main stakeholders of 5G Techritory Forum and Mentors. This Jury is selecting winning Teams by open voting. The three winning Teams are presenting their Solutions at the 5G Techritory Forum on November 28.
